If you already have an FHA-insured mortgage, refinancing may be simpler than you expect. The FHA Streamline Refinance program is designed to let eligible FHA borrowers refinance with less documentation and underwriting than many traditional refinance options.

However, "streamline" does not mean every borrower automatically qualifies, that refinancing is free, or that it will always produce savings. Understanding the requirements can help you decide whether this option makes sense.

What Is an FHA Streamline Refinance?

An FHA Streamline Refinance is available specifically for an existing FHA-insured mortgage. FHA offers both credit-qualifying and non-credit-qualifying Streamline Refinances, with different underwriting requirements.

One major difference from a traditional refinance is that an appraisal is generally not required. The streamlined process can also reduce the amount of credit, income, and asset documentation required, particularly with a non-credit-qualifying transaction.

What Are the Benefits of an FHA Streamline Refinance?

  • Limited underwriting: The program is specifically designed to require less borrower credit documentation and underwriting.
  • No appraisal generally required: FHA Streamline Refinances can typically be completed without obtaining a new appraisal.
  • Net tangible benefit required: FHA requires the new mortgage to provide a defined financial benefit to the borrower based on the applicable loan terms.
  • Credit-qualifying and non-credit-qualifying options: The appropriate option depends on the transaction and FHA requirements.

The actual benefit will depend on your current mortgage, available refinance terms, closing costs, mortgage insurance, and how long you expect to keep the new loan.

Who Qualifies for an FHA Streamline Refinance?

First, the mortgage being refinanced must already be FHA insured. The existing mortgage must also be current and satisfy FHA payment history requirements.

FHA seasoning rules also apply. Generally, at least six payments must have been made on the FHA-insured mortgage, at least six full months must have passed since the first payment due date, and at least 210 days must have passed from the closing date of the mortgage being refinanced.

The new mortgage must also provide the required net tangible benefit. The specific calculation depends on factors such as the existing loan, new loan type, interest rate, and term.

Can You Take Cash Out With an FHA Streamline Refinance?

An FHA Streamline Refinance is not intended as a cash-out refinance. Under FHA rules, cash back to the borrower cannot exceed $500.

If your primary goal is to access home equity, you would need to explore other refinance or home equity options and determine whether you qualify for them.

Does FHA Streamline Refinancing Have Closing Costs?

Yes. The word "streamline" describes the reduced documentation and underwriting requirements, not a refinance without expenses.

FHA does not allow ordinary closing costs to simply be added to the new mortgage amount in a Streamline Refinance. Some lenders may offer an option with little or no out-of-pocket closing expense by providing a lender credit, typically in exchange for a higher interest rate than would otherwise be available.

Compare the rate, monthly payment, closing costs, mortgage insurance, and total borrowing costs before deciding whether refinancing makes financial sense.
